Two things worth knowing
Owner names are not published. The LA County Assessor does not include owner name or mailing address in its open data roll. We do not source them elsewhere. Where you see an occupancy flag, it is inferred from the homeowner exemption on the parcel, and the basis is recorded on every property.
Address matching is imperfect. City citations and county parcels do not share a key, so we match on a normalised address. About 72 percent of open cases resolve to a parcel. Nearly all of the misses are cases citing a house number the assessor never recorded for that parcel, for example a building addressed 1810 that gets cited at 1820. We leave those unmatched rather than attaching a violation to the wrong owner.
